Overview

The Planning Department is a central strategic department /unit responsible for institutional planning, budgeting, implementation oversight, and performance monitoring in line with KU’s Vision, Mission, policies, and the Five-Year Rolling Strategic Plan (2023–2028). It provides strategic, analytical, and advisory support to Management and other university bodies to ensure sustainable growth and efficient resource utilization. The department is headed by Mr. Moses P. Mabula, the Principal Planning Officer. It is specifically entrusted to the following: 

• Strategic alignment obligation: The Department translates the University’s strategic priorities into annual and medium-term plans and budgets, ensuring alignment with the six Key Result Areas (KRAs): Governance; Human Resources Management and Development; Inclusive Teaching and Learning; Infrastructure and Boko Campus Development; Research, Consultancy and Innovation; and Finance, Planning, Procurement and Auditing.
  
  
• Planning and Budgeting Coordination:-The Department leads and coordinates the participatory preparation and consolidation of university-wide plans and budgets, integrating School and departmental inputs into a coherent, policy-compliant framework and providing technical advisory support to Management and the Technical Budgeting Team.
  
  
• Forecasting and Analytical Support:-The Department undertakes institutional forecasting and analysis of student enrollment, revenue and expenditure, staffing, and infrastructure needs to support realistic target setting, resource prioritization and mobilization, risk identification, and evidence-based decision-making.
  
  
• Budget Execution and Project Oversight: The Department coordinates budget execution across all units, ensuring alignment with approved plans and budgets covering operational and capital items. It also oversees major strategic and infrastructure projects, including the Boko Campus, to ensure timeliness, financial compliance, and value for money.
  
  
• Monitoring, Reporting, and Advisory Role: The Department monitors physical and financial performance and prepares quarterly, mid-year, and annual implementation reports, providing Management and other university decision making bodies with analysis on progress, variances, challenges, and emerging risks to inform corrective actions and strategic decisions.
  
  
• Data Management and Decision Support: The Department coordinates institutional data collection, analysis, and management of the University data bank to support evidence-based planning and decision-making.
  
  
• Resource Mobilization Support: In line with Management and KHEN Board directives, the Department supports and coordinates resource mobilization initiatives, including loans and grants, to finance strategic investments and critical capital projects, where necessary.
